About Halton

Halton is a unitary authority in Cheshire, northwestern England, formed from the two historic towns of Runcorn and Widnes on either bank of the River Mersey. With a population of approximately 128,100 (2021 Census), Halton occupies a strategically critical position in the northwest England transport network, where the River Mersey is crossed by two of the most important bridges in the region. History and Heritage The name Halton derives from the Old English words meaning "settlement on the hill," and the borough's origins lie in the Norman castle built on the distinctive sandstone ridge above the town of Runcorn in the 11th century. Halton Castle controlled the crossing point of the River Mersey and was a significant administrative centre for the region throughout the medieval period. The castle ruins remain visible today and are a designated scheduled ancient monument. Widnes, on the Lancashire bank of the Mersey, grew from a small township into a major industrial town following the opening of the St Helens Canal in 1833 and the construction of the railway. It became one of the world's first centres for chemical manufacturing in the mid-19th century, particularly the production of alkali using the Leblanc process and subsequently the Solvay process. The Catalyst Museum in Widnes — purpose-built as an interactive science museum — documents this pioneering industrial chemistry heritage that shaped global manufacturing. Runcorn, on the Cheshire bank, developed largely as a planned overspill town for Liverpool from the 1960s onwards, with significant housing estates and industrial estates constructed to house families relocated from overcrowded inner-city Liverpool neighbourhoods. The Mersey Crossing Bridges Halton's defining physical landmarks are its two great crossings of the River Mersey. The Silver Jubilee Bridge — a graceful 330-metre arch bridge opened in 1961 and named in celebration of Queen Elizabeth II's Silver Jubilee in 1977 — stood for over 50 years as the sole crossing. The Mersey Gateway Bridge, a spectacular cable-stayed bridge with three tall pylons, opened in October 2017. At 2.27 kilometres in length, it is one of the longest cable-stayed bridges in the UK and handles approximately 80,000 vehicle crossings daily. The Mersey Gateway Project was one of the largest infrastructure investments in the northwest since the construction of the motorways. Geography and Transport Halton covers approximately 76 square kilometres and lies at the intersection of major transport arteries. The M56 and M62 motorways meet near Runcorn, making Halton one of the most accessible locations in the northwest for road transport. The Manchester Ship Canal passes along the northern edge of the borough. The Mersey Estuary bordering the northern edge of Halton is designated a Ramsar Wetland Site of international importance for migratory wading birds and wildfowl. Economy and Industry Halton has one of the highest concentrations of chemical manufacturing in the United Kingdom. The Runcorn chemical industry — historically associated with ICI and today with INOVYN, Tronox, and other major operators — produces chlorine, PVC, titanium dioxide, and a range of industrial chemicals that underpin manufacturing supply chains across Europe. The chemical and pharmaceutical sectors remain the dominant employers in the private economy alongside logistics and distribution. Widnes is home to the headquarters of several logistics and transport companies benefiting from its outstanding motorway connectivity. Sport and Culture Widnes Vikings are one of the founding clubs of Rugby League and compete in the Betfred Championship. The Brindley Arts Centre in Runcorn is the principal arts venue for the borough. Population and Demographics The 2021 Census recorded 128,100 residents. The population is predominantly White British, with a smaller but established South Asian community. Widnes contains some of the most deprived wards in Cheshire. Overall, Halton is one of the more economically challenged local authorities in the northwest, although the chemical industry sustains well-paid skilled employment.
